Law Enforcement Experience

Karl is a 40-year resident of Frederick County. He built his family and raised his sons here. He’s worked for five decades in various aspects of law enforcement, including over eight years with the Washington, DC Metropolitan Police Department, 16 years with DOJ, and Chief of Law Enforcement Operations for the Frederick County, MD Sheriff’s Office where he was second in command.

He’s been a police officer on the beat, an operations and investigations leader, a teacher, a policy analyst, and a consultant to police departments and law enforcement agencies nationwide and abroad.

The challenges Frederick County will face in the coming years are best-addressed openly and directly, employing a wide range of law enforcement skills, experience and service-orientation that Karl brings to the table.

Street Cop Experience

Early law enforcement career included frontline policing, tactical operations, criminal investigations, and high-level federal security assignments.

Began career as a street cop in Washington, D.C. working foot patrol and scout car assignments in a high-crime precinct

Made numerous felony and misdemeanor arrests and testified in criminal and traffic court

Transferred to Special Operations Division (SOD) Tactical Branch

Served in tactical patrol, casual clothes units, barricade team (forerunner of SWAT), and civil disturbance unit

Worked criminal warrant squad serving warrants from petty crimes to homicide cases

Worked with the U.S. Attorney’s Office serving warrants under the Bail Reform Act

Became a detective after passing the CID (Criminal Investigations Division) exam

Worked auto theft and fugitive units hunting and arresting fugitives

Secured arrest and search warrants and testified in Superior and U.S. District Court

Assisted the United States Secret Service on presidential details, inaugurations, and Vice President Gerald Ford’s swearing-in ceremony
